Richard Edward Kinney died Friday morning, March 7, 2014, after suffering an apparent heart attack at his home outside Hillsborough. He was 61 years old. Before his retirement, Mr. Kinney was parks and recreation director for the town of Carrboro for 27 years. A native of Burlington and the son of the late E.B. Kinney Jr. and Violet Campbell Kinney, he was educated in Burlington City Schools and was a 1970 graduate of Williams High School. He earned a B.A. in recreational administration from the University of North Carolina at Chapel Hill and spent his career in Carrboro, where he was responsible for developing several parks, including Carrboro Community Park, and many innovative programs. He is survived by his wife of 37 years, the former Lorah Louise Qualls; a daughter, Lorah Kristin Kinney of Charlotte; a son, Richard Ian Kinney of Long Beach, Calif.; a brother, David Franklin Kinney, and his wife, Jane Orcutt Kinney, of Charlotte; a brother-in-law, Judge Ruffin Qualls, and his wife, Linda Qualls, of Burlington; and a nephew, two nieces, four grandnephews, two grandnieces and many cousins. Visitation will be 6-8 p.m. Monday, March 10, at Lowe Funeral Home & Crematory Inc., 2205 S. Church St., Burlington. A private memorial service will be held at a later date.
